National behavioral health leader brings nearly three decades of experience in addiction treatment, recovery advocacy and strategic growth
HOUSTON, TX, UNITED STATES, October 14, 2026 /EINPresswire.com/ — Black Horse Health has appointed Ruth Ann Rigby, CRS, as Chief Strategy Officer, bringing a nationally respected leader in behavioral health, recovery advocacy and strategic growth to the Houston-based organization.
A Certified Recovery Specialist and Crisis Navigator with 29 years in long-term recovery, Rigby brings nearly three decades of experience in addiction treatment, program development and advocacy. She has held senior leadership roles at Pine Grove Behavioral Health & Addiction Services, BRC Recovery and J. Flowers Health Institute, where her work included building national referral networks, developing family and alumni programs, and leading strategic growth initiatives.
“Ruth Ann brings an extraordinary combination of strategic leadership, industry relationships and a genuine understanding of the recovery journey,” said Tonda Chapman, CEO of Black Horse Health. “She has spent her career connecting people with the right care and building meaningful relationships across the behavioral health community. Her values and vision align beautifully with the mission and culture of Black Horse Health.”
As Chief Strategy Officer, Rigby will help guide organizational growth, expand relationships with referring professionals nationwide, strengthen family and alumni engagement, and support the continued development of Black Horse Health’s wellness initiatives and continuum of care.
Rigby’s own recovery journey has shaped an approach centered on helping families navigate treatment options, access appropriate resources and find hope during some of their most difficult moments.
“Recovery gave me a life beyond anything I could have imagined, and helping others find that same hope has become my life’s work,” Rigby said. “What drew me to Black Horse Health is the belief that every person deserves to be seen as an individual and every family deserves to feel supported. I am honored to join this team and help expand the pathways that allow more people to experience healing, dignity and lasting recovery.”
Rigby’s advocacy includes co-founding First Responders of Mississippi, the Mississippi Opioid & Heroin Summit, and The Leadership & Addiction Summit powered by SEED. She served for 20 years on the board of NCADD of Central Mississippi and received a gubernatorial appointment to Mississippi’s Drug Court Advisory Board. Her national recognition includes the National Association of Addiction Treatment Providers’ Dr. Jasper Chen See Volunteer Leadership Award and High Watch Recovery Center’s Marty Mann Award.
